Aquaculture is one of the potential subsectors in the fishery. The potential of aquaculture area estimated 11.81 million Ha with the utilization of inland aquaculture still 10.7% (302.130 Ha). Nile tilapia is one of the economically-important commodities which cultivated in inland aquaculture. Subang is one of the regency in West Java which known as main nile tilapia producers in Indonesia. However, most of the fish farmers in Subang cannot utilize the nile tilapia business potential maximally. “Pokdakan Jaya Makmur” and “Pokdakan Sumber Rejeki” as the two of potential fish farmer associations have the important role to help fish farmers increasing the potential of aquaculture business. <br /> <br /> <br /> Both “Pokdakan Jaya Makmur” and “Pokdakan Sumber Rejeki” faced an identical problem to fulfill market demand. In analyzing the problem, some analysis is used. Market analysis, PESTEL analysis, Porter’s Five Forces, Stakeholder Analysis, Inclusive Business Capability Assesment and Value Chain analysis are used to examine the problems. The result showed that nile tilapia current supply could not fulfill market demand because of unclear/informal contract with farmer’s, aquaculture sector is not mandatory for regional development, difficulty in obtaining capital assistance from financial institutions, no contract/ formal agreements with customers, small utilization of technology and no documentation of production and processing/unclear Standard Operating Procedure (SOP) <br /> <br /> <br /> To solve those problems inclusive business model is used. “Pokdakan Jaya Makmur” and “Pokdakan Sumber Rejeki” should improve in several factors in the inclusive business model, so the welfare of their member become better and can utilize the potential maximally. There are 7 strategies to overcome the problems which are developing collaboration amongst existing parties, enhancing vertical integration, provide training and Implementing CBIB (Cara Budidaya Ikan yang Baik), promoting marketing strategy restructuring organization and developing performance management system, additional production tools investment and developing the standard operating procedure <br /> text
