Similarly disaster can not be predicted when it comes. Any disaster or accident will surely take casualties, whether land, air, or sea accidents. The search and rescue of disaster’s victims often encountered obstacles. These constraints can include transportation modes, rescue tools, rescue workers, and weather. The search process has a more difficult level when its search area is at sea. The search process should consider water conditions, adequate rescue, skilled and rescue personnel and a vast area with unpredictable waves or water currents. With a variety of conditions that can hamper the search for disaster victims or accidents, the author thinks of a solution that can speed up the process of searching for disaster victims by creating a device that can detect humans from a certain height with image processing algorithms that cover the waters (victim search sites) widely in a faster and more economical time. This system will use a copter as a medium to monitor the condition of the area from a certain height through a camera. The hardware of this system is copter frame in which there are electrical components and mechanical components such as flight controller, safety switch, buzzer, GPS, telemetry, RC receiver, battery, ESC, motor, and propeller. The electrical and mechanical components are controlled using a flight controller that can be accessed using the Mission Planner application. This interface is an opensource software that already has documentation of its use. Through this interface, user or user can provide input waypoint and command as needed and can monitor current copter movement through maps and other parameters such as lat, long, alt, battery capacity, etc. The expected result of this final project is that this system can detect humans from 5-30 meters height using copter which run automatically. <p align="justify"> text
