PROJECT DELAY ANALYSIS IN HUSKY CNOOC MADURA LIMITED

In general, every construction project has a specific plan and schedule of implementation, when the project should begin, when it should be completed, how the project will be done, and how to provide resources. Project delays can come from service providers as well as from users of services or other parties that impact the addition of time and costs beyond the plan. Project delay for company and contractor will lose both in time and also cost, the benefits expected by the contractor will be reduced. In addition, the delay resulted in the loss of other project work opportunities. HCML Company is currently working on a construction project to build offshore at Madura, the project is currently experience delays in some aspect but the most important is about the material the project needs. Any construction project needs to have material that they needed to finish on schedule. This thesis will discuss the research for finding the issues in this project delays and also find the solution that can help the company projects. In order to explain and resolve the problem of project delay in the Company, the researcher conducted this research by using qualitative approach. The method that the researcher used was Semi-Structure Interview. After conducting several interview and using the some methodologies such as Swim lane Diagrams and Five Why’s Analysis to find the root cause, Using Tree Diagram analysis to determine the best strategy that the Company will have to take. There are three major causes that must be fix to reduce most effect of the project delay; first is The Contractor lack of competence, Second is the Subcontractor lack of competence and lastly is the Contractor having a financial issue. The researcher can conclude that the root cause in this project delays is that the Contractor are having financial issue and not enough experience to handling the process of materials delivery. The best action for the Company is having to take over the Scope Works and Procurement (partially form the EPCI Contract). By doing that the Company can maintain the situation and quality of the material and making direct control of schedule while not dependency with the Contractor like before.
