Tugu Dam has a watershed area of 42.69 km^2. Tugu Dam was built to increase the factors supporting the welfare of the community, including: continuity of irrigation water supply, raw water supply, and a decrease in flood peak. One important component of the Tugu Dam is spillway. Spillways function as a safety for the body of the dam against overtopping. The purpose of the preparation of this thesis is to obtain effective designs and dimensions and ensure the stability of spillways in Tugu Dam. The results of the rainfall calculation plan using the Pearson Type III Log Method for the 1000 year return period is 341.18 mm and the PMP is 678.59 mm. Tugu Dam Overflow is designed using Q_0.5PMF and controlled using Q_PMF. To find out the overflow capacity carried out the calculation of flood routing through the reservoir with a Q_0.5PMF discharge of 680.46 m^3&#8260;s, so that the overflow flood water level is planned at +255.9 m elevation and the dam peak elevation at +257.6 m. The planned overflow building is located on the main dam with the Ogee type spillway without door. The type of energy reducer used is type III USBR. Flow modeling is carried out using HEC-RAS 5.0.5. Calculation of stability in terms of rolling, sliding, and eccentricity when conditions are normal water level and flood water level.<p align="justify"> text
