Description
Summary:The involvement of local communities is one of the efforts that can make progress in the development of tourist destinations that allegedly in accordance with the needs of the community. Kerinci Regency is included in one of eighty-eight National Strategic Tourism Area (KSPN). Kerinci Regency has an important role in the tourism sector of Jambi Province, Kerinci Regency is designated as branding or tourism icon of Jambi Province due to its unique natural beauty and culture. The creative role of the community as well as the community around the location of tourism is allegedly very important considering they are directly faced with tourists. Therefore, this study focuses on the culture of the community in responding to the tourism that is present in the midst of their lives, the response provided by the community will show how tourism can flourish in Kerinci Regency. The purpose of this study is the identification of tourism destination potential, the form of community involvement around tourist destinations, the factors that influence community involvement, and the influence of tourist visits to the involvement of local communities in tourism development in Kerinci district, Jambi Province. This research uses qualitative research methods, data analysis techniques starting from data reduction, data presentation, and draw conclusions. Network-actor analysis is presented in this study to understand how tourism phenomenon occurs in Kerinci District. The result of this research is that the qualification of tourism destination potential of Kerinci regency has existed since long time ago, but not yet realized. The phenomenon of tourism occurs continuously, not temporally, everyone who comes to visit and then provide input, making the potential that there is growing. The participation rate of traders and tour guides in tourism development of Kerinci Regency is at the first level, Spontaneous Participation, because the form of involvement like traders and guides is a form of independent initiative that arises in local groups and can provide input or contribution to local decision-making. Then, the participation rate of the homestay manager, small boat tenant, driver, art show provider (dance during custom event), parking attendant, and ticket guard or ticket in Kerinci tourism development are at Induced Participation level, due to local community involvement considered necessary in the development of tourism, but in decision-making is still dominated by outsiders. In the development of tourism, the involvement of local communities can be attempted in delivering messages conveyed through the artifacts. Factors of indigenous leaders are the main factors to be considered, in addition to economic, cultural, and forest factors. Factors of traditional leaders work by strengthening and weakening the relationships that have been previously established. Strengthening in the sense that new relationships are established between local communities and homestays, guides, porters, Pencagura groups (Explore Kerinci), customary institutions, customary rules (Imbo Larangan), traditional culture, and social media / internet. Weaken in the sense of severing the relationships that exist between local people and gardens, trees (illegal logging), and tigers (poaching). With the visit of tourists will give influence on the involvement of local communities. Tourist visits have an effect on homestay variations, variations in the pattern of tourist movements, the incidence of trainings, packages and travel programs, the development of adat rules, strengthening with local resources (Kayu Manis), and increasing homestay.

This research suggests the need of Kerinci Regency Government's efforts to provide direction, filter out inputs (obtained by the public from tourists), and incentives. It is necessary to strengthen local institutions in tourism development in Kerinci Regency. The strengthening of local institutions can be done by adjusting the characteristics of the community in the existing tourist destinations in Kerinci (eg, Lempur and Kayu Aro). Then, the appropriate modeling instrument will encourage knowledge sharing and learning between different stakeholder groups to facilitate the gradual incorporation of non-participant groups into the tourism development process. Related to the factors influencing the involvement of local people in tourism development, it is necessary to conduct further research that examines in detail the factors to see if they fit in other areas with different potentials. Finally, there needs to be agreement on the need for collaboration. Collaborative institutions and frameworks are essential to ensure the participation of all interested parties, leading to the sustainability of tourism development and an increase in tourist arrivals.

Keywords: Tourism, Involvement, Local Communities, Development.
