Summary:<p align ="justify">Indonesian Regional Long Term Development (RPJM) is a reference form to manage roads for five year above where target for RPJM 3 (2015-2019) is stable condition for national road increase from percentage of 94% in 2014 to be 100% at the end of the year 2019 and the strategies used to achieve these targets are a priority road maintenance program. In an effort to reach the target RPJM there are gaps in the preparation of road maintenance program due to criteria or approaches that do not yet based on the performance of road conditions so that not increase the effectiveness of this aspect of implementation and efficient in funding priorities determine handling segments such as roads and the onset of early damage to road infrastructure. In an effort to bridge the gap road maintenance program needed drafting criteria that is by evaluating the condition of the functional and structural parameters based on the performance of the road conditions. The road condition parameter is used to identify the functional condition of the road is the value of IRI-SDI were analyzed using the method of Bina Marga and structural conditions for the road by using deflection (d) data from a test result tool FWD in this study were analyzed using the methods of the AASHTO 1993. To support RPJM the parameter functional condition of the road IRI values will be predicted for the next 5 years with condition without handling using the equations of Paterson and Attoh-Okine (1992) while structural condition is with the calculation of prediction needs thick overlay for 5 years then the results combination both functional evaluation and structural evaluation of conditions of the road will give an indication of the current road conditions and 5 years in the future. Performance evaluation criteria of functional and structural conditions of the road for the current and the next 5 years can be made of alternatives based on priority road maintenance program types of handling and road segment that requires priority handling alternative election immediately so that road maintenance program be effective i.e. criteria priority periodic maintenance program on the road segment with the weakest condition is functionally and structurally as well as efficient in the use of the funding needs of the maintenance funds have not increased based on prediction needs thick overlay for 5 years.<p align ="justify">
