The sizeable human resources owned by PTDI do not necessarily make the only airline in Southeast Asia become a healthy company and profit, until now the condition of the company has not improved much from the previous conditions, Delivery of products to customers is often too late and this causes the profits of each project to be eroded. <br /> <br /> The Research Objective of this scientific work is to position competent employees in their respective fields as evidenced by parameters for accurate measurement of technical competence. <br /> <br /> The research study provides the conceptual analysis by internal perspective in the company and problem-solving recommendation on the human resources management, especially in Mapping and Dictionary Technical Competencies. <br /> <br /> The research method used in this study is to use descriptive analytical methods. In other words, analytical descriptive research takes the issue or focuses attention on the problems as they are when the research is carried out, the results of the research are then processed and analyzed to draw conclusions. Descriptive because it aims to obtain an objective explanation of the analysis of staff competency mapping models in the PTDI PF Division Procurement Department. <br /> <br /> For this purpose the author tries to create a Technical Competency Map and Dictionary for staff at PTDI by taking a case study in the Procurement Department of the General Procurement and Facility Services Division and proposes to PTDI Directors that they can apply it in PTDI as one of the supporting components if PTDI will implement the system Competency-based Human Resource Management. <br /> <br />
