Summary:Food is one of the basic needs of every human being and its availability is essential in many aspects of people's lives, therefore every individual has the right to both physical and economic access to food. Under the Law on food, it is stated that local governments has the obligation to manage food accessibility. Food availability in urban areas has never been a problem due to cities being a center for food distribution; the main problem, thus, is on food accessibility – both physical and economic access. This study aims to identify the efforts done by Bandung's City Council in increasing food accessibility in Bandung by reviewing government programs and its suitability in addressing those problems. Government agencies are then interviewed about their food accessibility programs in order to identify the factors that influence their performance in increasing food accessibility. It is found that efforts on increasing food accessibility by the City Council has not been optimal since there are still accessibility indicators that have not been met by programs executed by the corresponding agencies. It is also found that the factors affecting food accessibility efforts are: the government's lack of understanding concerning food accessibility, jurisdictional limitations on food issues, poor coordination between agencies, and poor data systems used as the basis for the programs.
