The impact of this phenomenon is felt by every layer of society, not least the village community. <br />
<br />
Limited funds and low quality of human resources at the village level are the main reasons <br />
<br />
villages often fail to make disaster management efforts. However, on the other hand, there is a <br />
<br />
budget transfer policy in the form of Village Funds that can be utilized for the village <br />
<br />
development process. Therefore, this study examines how the Village Fund can play a role in <br />
<br />
disaster management efforts especially in villages with high disaster risk levels. <br />
<br />
This research is conducted by using content analysis which is made by combining <br />
<br />
data from interview result of stakeholders directly involved in the process of determining <br />
<br />
and utilizing the Village Fund, which includes the Village Government as well as the village <br />
<br />
community groups. The results of this interview are then further processed to identify <br />
<br />
disaster management efforts that have been implemented, constraints in the implementation <br />
<br />
of disaster management, to prioritize the use of the Village Fund, either physically or <br />
<br />
nonphysically. In addition, the material from interviews is also used as a material to analyze <br />
<br />
how the position and role of the Village Fund in assisting existing disaster management efforts. <br />
<br />
The villages studied are villages that already have disaster response units <br />
<br />
Based on the analysis results, it is known that disaster management efforts <br />
<br />
(mitigation, preparedness, response, and recovery) have been well implemented. <br />
<br />
However, constraints such as low capacity of the community and limited funds still occur <br />
<br />
in every stage of disaster management. In addition, from the analysis results also found that <br />
<br />
the form of development with the Village Fund is fully implemented in the form of <br />
<br />
physical development. As a result, there is no community empowerment program organized <br />
<br />
using the Village Fund. The form of physical development is done in the form of road repair <br />
<br />
and construction of retaining wall (TPT). Unfortunately, the existing road and TPT <br />
<br />
construction is done on the basis of a response to the need for access to centers of activity and <br />
<br />
not to respond to disaster issues. Nevertheless, these two developments have indirectly given <br />
<br />
the effect of reducing risks to landslide disaster. Therefore, even though the Village Fund can <br />
<br />
not be used as a source of funds in disaster management efforts, the Village Fund has been <br />
<br />
able to be a driver of development in which the implementation process can be tangent to <br />
<br />
the concept and rules of disaster mitigation. <br />
