ANALYSIS OF INFLUENCING FACTORS OF SOLID WASTE MANAGEMENT IN MUNICIPAL RECYCLING FACILITY (TPS 3R) BANDUNG (Case Studi: TPS 3R Babakan Sari dan TPS 3R Cicadas

Optimal waste management is a big challenge faced by all big cities in Indonesia, one of them is the city of Bandung. In implementing the Law No 18/2018, the government of Bandung city facilitates reuse, reduce, recycle activities in several temporary shelter locations, and the settlement environment. However, only a few sites are effective in carrying out reuse, reduce, recycle activities, so research is conducted to examine and determine the factors that affect the running of municipal recycling facility. Besides that, it is also conducted study of waste management of community based settlement environment that has been running well to find the similarity of success factor of waste management in municipal recycling facilitiy and settlement environment. Data were obtained through questionnaires and interviews to TPS managers and communities in study area. The study area consists of municipal recycling facility Babakan Sari representing the running, municipal recycling facility Cicadas representing municipal recycling facility which is not running and RW 09 Kelurahan Cigereleng representing settlement environment. Determination of influencing factors is done by using logistic regression method on technical aspect, funding, institutional, regulation and community participation. From the logistic regression analysis it can be seen that the influencing factors in the run of municipal recycling facility are the storage system, the existence of skilled operators, the investment aid from the private sector / NGO, form of institution based on community, frequency of the meeting and standard operational procedures. Based on the learning on community-based waste management in RW 09 Kelurahan Cigereleng, there are several factors in the success of waste management in municipal recycling facility and settlement environment, such as skilled operators, skilled operators, investment from private / NGOs and frequency of community meetings related to waste management. <br /> <br />
