INDICATORS FOR EDUCATION PROVISION DISTRIBUTION INFORMATION MONITORING DASHBOARD (Case Study : Bandung City Government)

Population growth is increasing and become a very serious concern for every countries in the world. The government as a public servant must be prepared to solve this problem. The population growth will affect to a various sectors, one of them is the education sector. In accordance with the 1945 Constitution in article 31 section 1, that every citizen has the right to education. The provision of education for all citizens is a government obligation. The implementation of education in Indonesia applies the concept of Compulsory Basic Education for 9 years which will be continued with the 12-year Compulsory Education Program. Various policies have been implemented by the government but the provision of fair, equitable and sustainable education is still not achieved. High number of school dropouts and the number of students who do not continue their education. To decompose and solve these problems requires information about the provision of education, besides, it is necessary to continuously monitoring the distribution of education provision so that government can continue to supervise and formulate appropriate policies. The parameters that currently used by the government are still looking at the "top of the iceberg" so that global parameters are needed that can explore the problems in the provision of education. In this study, information extraction has been carried out on parameters that obtained from various sources to produce an indicator of distribution of education provision, which was reformulated against these indicators to obtain vital information in the distribution of education provision. This main information is about the school's absorption capacity, the limitation and motivation of the population to get education, the projection of the school's capacity for the next school year, and the quality of education. The test results indicate that the generated indicator have been in accordance with the results of reformulation so it can be used as the monitoring instrument of distribution dashboard of education provision. For the design of dashboard, the test results indicate that the proposed dashboard is appropriate for distribution of education provision monitoring activities.
