Recently a company only considers one of best known strategy in transportation and distribution, i.e.: direct shipment and <br /> <br /> two-phase delivery (cross docking). However, those strategies do not guarantee to result optimal solution. <br /> <br /> This research discusses about the route development considering three possible route solution, i.e.: direct shipment, cross docking, or both of them. Moreover, this model considers vehicle capacity constraint, time windows, and fixed cost in objective function. <br /> <br /> In this research the vehicle flow formulation mathematical model and Simulated Annealing (SA) algorithm were developed. This research concludes that the developed algorithm is able to result solution with 0.23% gap and 558.36 times faster than branch-and-bound calculation. <br /> <p align="justify"> text
