INVESTIGATION OF IMPLEMENTATION OF GROSS-SPLIT FISCAL MODEL ON DEVELOPMENT OF NON-CONVENTIONAL WELL SHALE GAS IN INDONESIA

Along with the increasing energy demand in Indonesia, Indonesia's energy production must be improved in order to balance its consumption. One of Indonesia's energy sources that has the potential to meet domestic consumption is natural gas. Shale gas is predicted to be the future of Indones...

One of Indonesia's energy sources that has the potential to meet domestic consumption is natural gas. Shale gas is predicted to be the future of Indonesia because of its enormous potential to overcome continued energy consumption and the increasingly expensive world gas price. Large reserves of natural gas in the shale gas reservoir can

be used as one of Indonesia's main energy sources to achieve energy independence. The natural gas resources must be explored further so that they can become a productive reserve.

The gross split contract scheme currently applied to the oil and gas contract system in Indonesia is considered attractive enough by Indonesian policy makers to address the lack of oil and gas investment in Indonesia. The gross split contract system eliminates cost recovery schemes and also corrected parameters for the production of hydrocarbons. However, the contracting system that

has been started since the beginning of 2017 until now does not show improvement in oil and gas investment in Indonesia. Therefore, the authors of this study are trying to answer whether the current contract system is beneficial to contractors or the government or not by conducting sensitivity tests on parameters affecting income from oil and gas projects. text
