Therefore, they need a facility to preserve as well as to improve the creative skills and ideas of the artists. Culture and Tourism Agency of Bandung City as the initiator of the project states in Renstra Disbudpar Bandung year 2013-2018 that one of the cultural challenges in Bandung is not enough availability of representative cultural arts buildings, while one of the opportunities that exist is the number of art and cultural performances periodically and continuously. Therefore, the constraints arise in the construction of this project from various aspects ranging from project proponents, land, until the target users of the facility, which lead to various issues and concepts, resulting in a large concept “Art and Culture Center that Dances in the Land of Sunda”. The concept of structuring the buildings is developed from the traditional dance Ketuk Tilu with the sculpture of its instrument called Kendang Sunda as its center. The mass arrangement will surround the amphitheater plaza at the center of the site, so that the communities seem to be invited to dance on the Sunda land of Bandung. The building will also lift Sundanese distinctive patterns as a decorative element on the facade and pavement of the plaza floor.

The facility will be a place to exchange ideas and improve artistic creativity through studio rooms and workshops. Facilities also provide room such as exhibition and auditorium performances, which is expected to improve the attitude of appreciation towards local artworks among the communities outside Bandung and Bandung communities itself.
text
