Summary: | Manufacturing industry sector has significant potential to contribute to the rate of economic growth in West Sumatera Province. However, in the last years, the sector represent decline in its development. This is visible by decline contribution of manufacturing industry sector to Gross Regional Domestic Product (GRDP), fluctuation of hiring workers and environmental performance quality index. Based on the matter, the government made serious efforts to develop manufacturing industry in the perspective of achieving the sustainable developmental goals. In this case, it is noteworthy to harmonize and localize agenda of sustainable developmental goals (SDGs), particularly 9th goal focused on efforts to support sustainable and inclusive industrialization in local and national development agenda. <br />

The research is designed to identify the position of SDGs 9th goal focused on efforts to support sustainable and inclusive industrialization, implementing it in the convergence of agenda and designing development strategy of manufacturing industry in the perspective of sustainable development. Methodology used in this research is explorative study by literature study , making analyses of document and secondary data analysis at provincial level. In addition, the SWOT analysis was conducted to have description of industrial manufacturing condition and position at provincial level in order to set the manufacturing industry development strategies. <br />

The results of the research showed that SDGs position was aligned and relevance with the agenda of national development and West Sumatera Province. Based on the research conducted that found 13 indicators aiming at sustainable and inclusive, 9 indicators having not been aiming at and 14 indicators representing potential to aim at sustainable and inclusive. This condition need reinforcement of local innovation system to pioneer the solution. In general, it can be said that West Sumatera Province has social capital, intellectual capital, institutional, and thematic pillar to support the reinforcement of local innovation, thereby making them able to plan development strategies of manufacturing industry in perspective of achieving sustainable developmental goals in West Sumatera Province. The SWOT analysis made in relation to industrial problems give description of industrial condition and position in the region. To develop manufacturing industry in the perspective of achieving sustainable developmental goals, it is necessary to create a combination of strategies. One of solutions to be priority for follow-up in terms of SWOT analyses is ‘Weakness Opportunity’ Strategy. The strategy is to rise literacy and innovation culture, improve the substance of governmental programs and activities, set a financial institution design for innovation only, establish local innovation development centre, upstream and downstream network and cut short supply chain, directing CSR at technological transfer, and encourage the establishment of R&D in the firms. Strategies designed and formulated have pressures comprising of multiple dimensions in economic, social, and environmental, so they have significant potential to develop manufacturing industry in the perspective of achieving sustainable developmental goals. <br />
