| Summary: | <p align="justify">Along with the development of a city, the municipal service center system often faces limitations in providing the best services to city dwellers. In Indonesia, urban spatial arrangement has been regulated in Law no. 26 of 2007 on Spatial Planning and its derivative rules. Batam city has experienced a rapid increase of population. From the data of population as much as 1. 037.187 million people (Disdukcapil Batam City), Batam City is worth mentioning as a metropolitan city but the development of Batam is not followed by the readiness of local government in this case RTR (City Spatial Plan), so the city of Batam still has limitations in urban services. Limitations of service can be seen from the availability of municipal service center system to the projected population growth in the plan of urban space structure. Thus, there is a need for research to develop the planning of city service center system assessed from RTR, completeness of facilities / service facilities and service orientation. <br />

Methods of data collection in this study through literature review as well as field observation and for analytical methods using descriptive statistics, while to choose a central service system using comparative descriptive method. The final result in this research is the preparation of Batam service center system plan. This Batam service center system planning is recommended with 1 PPK serving ± 1.000.000 population and 1 SPK serving 360.000 population and 1 PL serving 90.000 population. Based on the analysis of Batam service center system which is included in City Service Center (PPK) located in District of Batam City while Sub City Service Center (SPK) is located in Batu Aji Subdistrict, Sekupang Subdistrict, Lubuk Baja Subdistrict and Galang Subdistrict. For neighborhood Center (PL) spread in 12 districts in Batam City. <p align="justify"> <br />
