Based on CEO’s interview, known that company's biggest weakness is ineffective, conventional, and subjective human resources management so that company has improved new strategic objective in increasing employee competence (hardskill and softskill) to reach the best performance with the strategic action plan is develop employee's training and learning. Therefore, Competency Based Human Resource Management (CB-HRM) marked by job competency profile is required in CV Cipta Sinergy Manufacturing. <br /> <br /> Designing competency dictionary and job competency profile done by literature study, interview to the company’s key person, correlation mapping between competencies and Responsibility Assignment Matrix (RAM), then using Training Need Analysis (TNA based on Permenakertrans No.8 2014) to design company's training program plan. This research aim to design competency dictionary, job competency profile (core, supporting, and department specific competencies), and company's training program plan. <br /> <br /> This research resulting 10 core competencies, 14 supporting competencies, and 47 department specific competencies with their specific indicator levels, job competency profile mapping for 30 positions in company, and competency based training program samples for Concern for Order (CO) and Achievement Orientation (ACH) competencies. <p align="justify"> text
