The government uses bottom-up approach, that is collecting community aspirations to create LGWP. The method of collecting community aspirations is called Musyarawah Rencana Pembangunan (Musrenbang). Ever since Musrenbang’s practice in 2016, there has been growing complexity in terms of its management. The public works service of Bandung City (DPU Kota Bandung) stated the need of Information & Communication Technology (ICT) to assist an accurate and comprehensive decision making. <br /> <br /> This research proposes a decision support system (DSS) application to evaluate Musrenbang’s proposals prioritization in DPU Kota Bandung. The DSS development uses system development life cycle (SDLC) methodology. The designed DSS consists of model and user interface component. It has three (3) kinds of models to support four (4) evaluation criteria. The main project proposal evaluation model uses a binary-scoring analytic hierarchy process (AHP). One of the models is a text classification model from text mining that is support vector machine (SVM). CRISP-DM methodology is used to create the SVM model. <br /> <br /> The making of DSS application prototype uses Rstudio software. The programmed DSS application is verified through checking its conformity to the established functional and non-functional requirement. Then, the DSS is validated to justify its function to represent real system. Moreover, performance analysis and sensitivity analysis are conducted to the programmed SVM model. text |
