Summary: | <p align="justify">It cannot be denied that there exists an interrelated relationship between river and human. River is a critical component in a way of supporting human activities in various aspects. To be certain, It is inseparable from the use of water gained from the river. The availability of water varies greatly amongst each regions, consequently it is necessary to manage the quality and quantity of water wisely. The emergence of various water problems nowadays is caused by river exploitation is not accompanied by awareness and good maintenance towards the sustainability of the river. Floods and drought are commonly happen in Indonesia, one of the area is Ciliman River. The vulnerability to flood is increasing along with the rapid development in the basin. Government’s plan to build a new airport called Panimbang and to develop Special Economic Zone of Tanjung Lesung aggravates the condition as well. Drought problem will surely rise knowing the population growth, industrial activities and agriculture which imply and increase the water needs, that is basically very limited. Thus, mitigation effort should be undergone in order to overcome the threat that exists or will inevitably emerge in the near future for the sake of living beings, especially human. Therefore, a solution as the means to overcome the existing and upcoming problems provided by the author is the construction of Ciliman Dam. With this dam, minimizing the impact of floods and balancing population growth and human activities in various aspects, such as irrigation, raw water needs and electricity sources, are expected. As the result, water security, food security, and energy security in accordance with Banten Provincial Structure Plan and The Plan to develop Indonesia can be secured.<p align="justify"> |
