Summary:Tegal city is a city in Central Java with rapid development in domestic wastewater on-site system. In 2019, Tegal City is planned to be served 26% by off-site system and 74% by on-site system. Nowadays, Tegal City already has a Sludge Treatment Plant located in Muarareja District, Tegal City. This treatment plant was constructed in 1.4 ha government site with only 10% of it is used for the treatment plant and another 90% of the site is potential for the development. The capacity of present constructed Sludge Treatment Plant is 17 m3/day, based on that capacity the treatment plant only able to serve 25% from the 74% Tegal City citizen who use on-site system. The aim of this final assessment is designing a development plan for upgrading the capacity of Sludge Treatment Plant and designing treatment unit which will be upgraded in the treatment plant. The upgrading will be done in 20 years of planning period (2019-2039), which is divided into 2 stages, the first stage is in 2019-2019 and the second stage is in 2030-2039. The result of treatment plant capacity analysis shows that 27 m3/day of additional capacity is needed in the first stage and 30 m3/day of additional capacity is needed in the second one. The first and second stage treatment system will consist of solid/sludge and liquid separation unit (solid separation chamber), liquid/wastewater treatment unit (anaerobic baffled reactor, facultative pond, maturation pond, and wetland), and solid/sludge treatment unit (drying area). The aspects that is considered in deciding the treatment unit are such as efficiency, reliability, sludge disposal, land needs, environmental impact, operational and maintenance cost, construction cost, sustainability, and simplicity. The total budget plan of construction is estimated about Rp 6,687,500,590 in the first stage and Rp 4,302,633,540 in the second one.
