SYSTEM OF GOVERNMENT IN THE PROVINCE OF MARINE DEVELOPMENT IN THE CONTEXT OF THE ISLAND AS ACRHIPELAGO STATE (Study Region: Riau Archipelago Province)

Geo-oceanographic conditions over Indonesia as an archipelagic country is what makes Indonesia has so much potential natural resources are abundant. Meanwhile, it was contrary to the direction of development of Indonesia that has not been prioritized in the marine sector. History records that in the past our ancestors embraced direction of development oriented maritime sector by integrating land and sea. Sriwijya and majapahit is an example of a pattern of government that adheres to the direction of development in the maritime sector. This study aims to identify the cause of the direction of development of Indonesia has not prioritized the maritime sector since the era of President Sukarno to President Susilo Bambang Yudhoyono, do policy analysis related to the development of marine Indonesia during the reign of jokowi and its correlation with the development of marine resources in the provincial government of Riau Islands, as well as analysis of the concept of Indonesian marine development from the aspect of socio-economic and legal aspects. This study used a qualitative approach, using descriptive analysis. This method is also used to understand the fundamental issues related to the phenomenon of marine development in the central region and the province as well as related policies. In addition, an analysis conducted DPSIR (Driver-Pressure-State-Impact-Response) to determine the structure of the problems and the interrelationships among each other in a comprehensive manner. The results showed that the direction of Indonesia's development since the beginning of independence to the government of Susilo Bambang Yudhoyono tend to be oriented on the land area due to the influence of centralized governance in the new order centralization of government centered on the main islands, then development is more concentrated in sectors that are potentially great in donating economic growth while economic growth into the parameters of success in development so that economic growth can only be achieved quickly if there are productivity and industrialization. While the development of marine has assesibility is still low, and the technology is still low, causing the sector does not lead to rapid economic growth. Then this results in the sector is not prioritized and seen likes marginalized for some period of government in Indonesia. Then, in the era of the current relationship Joko Widodo the central government and local governments in Riau Islands were unable to drive the development of marine in Riau Islands Province. Central-regional cooperation is not able to drive economic growth in the province of Riau Islands, although the central government has been encouraging the development of the current direction of the sea. Furthermore, the construction of the Riau Archipelago that are geo-oceonegraphy islands are still oriented land. It can be seen from the constituent supreme economy Riau Island is land sector, and the province as a new province was formed so that the direction of development remains similar to the province holding the province of Riau oriented to the ground because it has oil, natural gas, and oil palm plantations and Islands Riau not yet have a Zoning Plan for Coastal Areas and Small Islands (RZWP3K) where it is very important for the development of the region of Riau Island. Based on these results the model solutions that can be developed from this research is "Making Authority Board of Riau Islands province to steer economic growth in the marine and maritime sectors are the hallmark of a province characterized by islands".
