Factors Influencing Participation To Waste Bank Program In Klaten, Indonesia
description Solid waste has become a serious issue worldwide, specifically in developing countries because of the rapid of waste generated. The huge amount of waste has caused problems such as difficulty in expanding the landfill area. A waste bank has been considered as one method to reduce landfill materials by the recovery of recyclables from waste stream. Although the number of waste bank always increase, the household’s participation is still low. Because the differences of characteristics between participants and non-participants on waste banks has not been studied, this research is very important. The objective of this study is to identify the characteristics of households in participating and not participating to the waste banks, to determine factors influencing on household’s participation to the waste bank, and to determine the most influence factors to encourage participation.

In this study, waste bank in Klaten, Indonesia, was investigated as a case study. Klaten Regency is located in the province of Central Java and the population in 2016 was 1.5 million. There are 13 numbers of waste banks in Klaten. Members of waste banks separate their waste generated and bring to the waste banks offices. Transactions are recorded in book account and waste bank managers sell collected materials to recycling companies. The money is distributed to the members as savings on the book account and can be withdrawn anytime.

For research method, data was collected using a questionnaire survey for 217 households of waste bank members (G1) and 196 households who did not participate to waste banks (G2). There were 24 questions to reveal attitude of recycling, environmental concerns, and behavior of recycling. Socio-demographic variables were also asked such as age, gender, level of education, income, occupation, and number of family members. The answers for all questions except for socio-demographic were given as a five-point Likert Scale. The score five indicates positive answer and the score one indicates negative answer. In order to analysis the data, independent sample 2 test to compare mean values between participants and non-participants, factor analysis to group the variables into smaller number of underlying factors, and binary logistic regression analysis to examine the most influence factors on participation, were used by SPSS 24 for Windows.

Findings in this study mentioned that gender and level of education have significant values between Participants and Non-Participants. More women are involved in the waste bank program. In detail, for level of education variable, elementary school and bachelor and above level have significant differences between participants and non-participants. Besides, there is a significant different between participants and non-participants at high income level (>3 million Rp) and the number of family members of 5.

Moreover, five factors were determined to explain the results of questionnaire survey and identified as environmental awareness and economic benefits, the availability of recycling facilities, personal norms, recycling behavior preferences, and the role of community leader. The most determinant factor in household’s participation on waste bank program are the availability of recycling facilities, recycling behavior preferences, and the role of community leaders.

The results of this study are expected to provide suggestions and recommendations for local government to increase participation rate to the waste bank program.

Keywords: waste bank, household’s participation, recycling behavior, waste management, participants and non-participants
