As Manado-Bitung region grows into a highly service oriented vicinity, thus it needs a comprehensive development of SPAM concept with functions as such; quality, quantity, continuity, and competitive price of water of Tondano. Decrease of water sources such as springs, groundwater is saturated and the quantity is limited / small then need other raw water source like lake. Strategic policy of raw water sources to meet the demand of SPAM Regional Water Manado Bitung, one of which will be supplied from Lake Tondano. Lake which has a strategic value, multipurpose functions (PLTA, irrigation, and drinking water). This lake is located at the upper course of Manado-Bitung region. As the source of drinking water, Tondano lake has not been utilized at its optimum level, indicated by water shortage during dry seasons and overabundance during wet seasons. Therefore, it is necessary to manage Tondano Lake to fulfill the demand of drinking water. Optimization of water resources spesifically lake Tondano as a multipurpose functions, was done related to quantity. The research conducted by projecting the population to determine the rate of water need. The research conducted by projecting the population to determine the rate of water need demand in Manado Bitung region. Determination of guidance trajectory of reservoir management with constant electricity prices was conducted based on the mass balance principle. Total regional water needs of 2036 is 933.2 l/s (= 0.93 m³/s). Discharge of Lake Tondano's 20-year return period (R20) of 8.78 m³/s, can meet the water demand rate of 0.93 m³/s in the downstream. Lake Tondano mainstay debit 95% probability of 4.09 m³/s, can meet water demand in downstream (existing Manado SPAM 400 lt / sec = 0.4 m³/s). From the calculation result, it is known that the correlation value of forecast of discharge at Tondano Lake with discrete method of Markov 5 Class has the highest correlation coefficient among all models with value 0.9225, discrete method of Markov 3 class correlation value 0.8739 and continuous method correlation value 0.7407. In the management of reservoirs with constant electricity prices it was found that the management of reservoirs with hybrid models of continuous forecast and discrete trajectory trajectory because it has the largest correlation value R = 0.756 when compared with discrete and continuous methods. In addition, in optimum management of Lake Tondano it is known that the output discharge is still able to meet the existing water demand of 3.47 m³/s irrigation and Manado SPAM 0.4 m³/s and has the potential of water to meet the needs in the downstream (SPAM Regional) with water allocation ≤ 2.97 m³/s (72.79% of R20)). Thus Lake Tondano still has great potential as a source of raw water Manado-Bitung region. text
