Hot Rolled Sheet-Wearing Course (HRS-WC) is considered to have some advantages compared with other types of pavement, because the HRS-WC has higher flexibility and durability which are directly related to vehicle tires, and a mixture suitable for use in tropical areas like Indonesia. Elvaloy polymer one of asphalt that is expected to improve asphalt quality and mixtures performance of asphalt mixtures. This research used HRS-WC mixtures using asphalt Pen 60/70 was added with 0%, 1,5% and 2% Elvaloy polymer. The physical properties of asphalt were tested and compared using the specification Ministry of Public Works, while the mixture performance was measured by Marshall test, Percentage Refusual Density, Marshall Immersion test, Wheel Tracking test, while the functional mixtures performance was tested using a the British Pendulum Tester and Sand Patch Method. The physical properties test result of asphalt Pen 60/70 with Elvaloy polimer showed a low penetration with high viscosity. Marshall test results of HRS-WC mixture with Elvaloy 1,5% showed the highest value Marshall Stability of 1.580,3 kg. The results of Wheel Tracking test of mixture with Elvaloy 1,5% gave the highest value Dynamic Stability of 21,000 tracks/mm at a temperature 45&#730;C. Skid Resistance testing result the highest value of British Pendulum Number of 84,80 at a temperature 45&#730;C mixture with asphalt Pen 60/70. And the texture depth results showed higher value of texture depth at 0,040 mm mixture with asphslt Pen 60/70 at a temperature 45&#730;C. In general, all showed that the quality of the mixture using the HRS-WC Elvaloy modified asphalt can be used as an alternative in improving functional performance and structural pavement road. This is because the mixture with Elvaloy 2% makrotekstur have a good value, while the value of the Dynamic Stability of the most well contained in the mixture with Elvaloy 1.5%.<p align ="justify"> text
