The controlling of microclimate is an important issue in policymaking related to preservation of cultural heritage in a city. Nowdays, Surabaya experience Urban Heat Island phenomenon due to increasing surface temperature since 1994. Rajawali is one of the historic areas in Surabaya which has a fairly strong historical value. Therefore, a design that can control and sensitive to microclimate is an important issue in designing the area. The purpose of this study is to create a design simulation based on the climate-sensitive urban design in the Rajawali area as a cultural heritage area in Surabaya. The design method used in this study is regression and simulation using the ENVI-met program. Regression analysis method is used to analyze thermal problems in the Rajawali, where the data used is derived from the results of the existing simulation and the conditions in the area. Meanwhile, the simulation conducted in this study consists of two stages, namely the existing simulation and design simulation. Based on the results of the design simulation shows that the increase shadowing in the Rajawali Region is important to be able to create an area that is more thermally comfortable. Therefore, the design strategy of adding building height and vegetation is very effective to provide a shadowing in the region. However, the design of building height, open space and vegetation are important things to consider in the design of cultural heritage areas. The design of these aspects will be limited in cultural heritage areas, especially in buildings or plots that are directly adjacent to cultural heritage buildings. Therefore, the climate-sensitive urban design is more widely applied to buildings or plots that are not adjacent to cultural heritage buildings.<p align="justify"> text
