Summary:<p align="justify">UDP protocol usage still lacks where the data sent has lost when faced with real field conditions that do not always guarantee a good internet connection. The use of other protocols such as TCP / IP can solve the missing package problem, but TCP is still experiencing high delay. this research is intended to create a Data Distribution Service system that can improve TCP / IP capability in sending target data in lieu of UDP protocol. The increase includes short delay and small packet loss. Then it will be performed a comparative analysis of MQTT and UDP protocol performance as a measure of long-term protocol usage in upcoming system. Performance testing is done with three test parameters such as delay, packet loss and throughput in the WAN network environment. The use of MQTT protocol in place of UDP is proved to be statistically able to solve the problem of delay and packet loss in sending Radar data to Posko Dahanud Mobile. The test results show that the average difference of delay in MQTT is 3% better than UDP and MQTT packet loss is 100% better than UDP, while the average of UDP packet loss of 100,000 test data is 8010 data (8.10%) and the average throughput of MQTT is greater than 19% of UDP. <p align="justify"> <br />
