Summary:<p align="justify">HDM - 4 program is currently been used as one tool in the analysis of the road management program of road network . The problem about limited funds of the road network , deterioration of road conditions each year, determine us to provide the priority of road network maintenance more effective and efficient so that the budget is actually allocated in accordance with their needs. <br /> <br /> <br /> The objectives of this reserach is to analyze the flexible pavement maintenance program at the national road network using HDM - 4 program ; evaluation and prediction of flexible pavement functional condition on the condition of the road by do- minimum and do-something condition using several scenarios ; perform <br /> <br /> program analysis and maintenance costs of the road network ; perform of road users cost analysis and benefits of the economic value ; provide recommendations <br /> <br /> HDM - 4 program uses the case study road network Metropolitan Makassar . <br /> <br /> <br /> The data used as input data on HDM - 4 is a data IRMS , road condition survey data , traffic data, configuration data and calibration . And determine the type of treatment strategies will be employed to maintain the condition of the road network to be analyzed . The data is entered into HDM - 4 and the program analyzes the medium to long term ( strategy analysis ) with maximum economic benefits to the alternative investment analysis is used to maximize the value of IRI <br /> <br /> <br /> <br /> The conclusion of this reserach are from the two scenarios shows that the predicted values for the average IRI and conditions of the average surface damage <br /> <br /> is optimistic , road handling costs are at medium level. NPV, BCR and IRR provides an indication that a decent road maintenanace can be implemented. The use of HDM - 4 can be appliedby noticed this requirements : the need and the quality of data that is sufficiently detailed so that the required inventory data every year on a regular basis , such as IRI value used should persegmen IRI value for eachroad segment , as well as the Road User Cost savings before and after road <br /> <br /> <br /> maintenance.<p align="justify">
