The existence of power plant can directly or indirectly gave reluts on numerous economic impacts. Those impact can be viewed trough macro or micro point of view, also can covers local to regional scale. Those impact need to be identified and understood of the impacts probabilities so it can be used as consideration on creating regional strategic developmen plans. <br /> <br /> This study is use Cross-Impact Analysis method to see the probabilities of the impacts dan the relationship pattern between those impacts. The results of calculation using Cross-Impact Analysis method is used to establish strategic policy which use the valid development plan as a base. <br /> <br /> This study resulted that steam power plant gives various interactive impact which can happen and how each of those impacts can affecy each other, and startegic policy which establised using those impacts interactions. <br /> <br /> Keyword : Interaktive Impacts, PLTU, Cross-Impact Analysis, Strategic Planning Scenarios, Economic Development <br />
