As floods occur, it impacts not only community but also infrastructures including roads. In this case study, Kaligawe road as national road in coastal is connecting ports, industrial parks and cities as part of logistic line in Semarang City. This road is also part of the North Coastal National Road (Pantura) that connects cities in northern Java Island, from Jakarta to Surabaya which both are major national hub cities. Thus, floods in this road affect not only surrounding community but also the economy of cities and national. In managing these floods, related institutions have crucial role in executing their disaster management to reduce the impacts, not just road structure but also its users. <br /> <br /> <br /> From the fieldwork prior to the research, it has found that flood in this road has shown an upsurge from 3 to 7 events from 2014 to 2017. This fact has shown challenges for the current institutions arrangements in managing flood. Thus, this research examines their current capacity in reducing impacts of the flood to the road, its users and other stakeholders. In the end, it proposes recommendations in improving their current capacity including collaborations among related sectors in minimizing impacts of flood that has been increasing in this area. <br /> <br /> <br /> This research identifies barriers within flood management through its institutional capacity during preparedness and emergency response in national coastal road. Methods used are regulation-role mapping, communication flow diagram, resource mapping, and need-gap analysis. Institutions capacity is examined within its three levels which are environment (role and communication), organization (equipment and finance), and individual (personnel). The data used is based on field observation and questionnaire surveys (total 76 respondents) to understand flood intensity, causes, and impacts; interviews with keypersons from involved institutions (9 institutions from national to local level) to understand the collaboration and its issues; and secondary data of their available resources and procedures in disaster management. <br /> <br /> <br /> Based on the analysis, barriers arise are gaps and lack standard in procedures for internal and inter-agency in flood management, mis-jurisdiction issue causing misplacement utilities in drainage, unforeseen factors in flooding has resulted in need for more resources to be allocated for maintenance especially in finance and equipment, miscommunication in transportation institution about emergency duties during flooding, and lack of institutional capacity during emergency response. From these findings, some recommendations are proposed that consist of closing gaps and standardizing procedures in managing flood among water and disaster management sectors, implement law enforcement to resolve current mis-jurisdiction issue, increase priority and resources for maintenance to all relevant agencies, improve communication among relevant agencies in pre, during, and post flooding for better coordination, and improve personnel and institutional capacity.
