conducted through characterization and toxicity test of the various units of the WWTP water samples. Characterization of physical and chemical parameters based on Decision Environment Ministers No. 51, 1995 and West Java Governor Decree No. 6, 1999. While toxicity tests conducted by the TIE (Toxicity Identification Evaluation) phase I method using Daphnia magna. Characterization results of physic and chemical showed that pH, TSS and COD of the effluent still above the specified quality standards. Toxicity tests results of water samples from various units indicate that the level of toxicity is reduced after TIE method reatments. Toxicity after pH adjustment test has decreased, indicated a metal cations and CN in the samples. Toxicity after aeration test has decreased, indicated ammonia. Toxicity after filtration test has decreased, associated with deposition of metal cations that can be filtered. Toxicity after oxidant-reduction and EDTA chelation tests were reduced in the appropriate <br />

thiosulfate and EDTA concentration. That shows the metal compounds. In the toxicity after graduated pH tests, the higher pH gave the higher toxicity. That shows the <br />
