Summary:Human Resource Management had strategic role to achieve competitive advantage in winning global competition. Competency-Based Human Resource Management (CB-HRM) can be applied in several aspects of human resource management. One of CB-HRM applications is designing employee training program.During five years from 2003 to 2007, the productivity of PT INTI decreased significantly to result the net profit. The factors which cause decreasing productivity of PT. INTI are developed by analyzing the national telecomunication industry and the business challenges faced by PT INTI. Decreasing productivity of PT INTI is drawn in fishbone diagram. It was found that one of factors is HRM, especially lack training program. After proposing 5 (five) why’s questions, it was found that the root problem arosed due to the lack of integrated and comprehensive training program on soft competency. It is decided, therefore, to design training program to overcome these problems.The design of training program started by studying the competency directory of PT INTI and analyzing its relation to theoritical soft competency groups. Then the relations between soft competency groups of PT. INTI and training program groups. Afterward, the relations between training program groups and the career development of PT INTI were analyzed to appropriate employee training program based on competency.Employee training program based on competency proposed consists of general training, leadership training and systemic/integrated thinking training. Each training program is simplified based on official functionary layer in company. The implementation of the above proposed training is divided into three stages, i.e., pre training, training and post training (evaluation). The training materials have to refer to employee training program based on competency and its evaluation which covers five levels of evaluation, i.e., reaction, learning, application, result, and return on investment.
