The regency of Sabu Raijua is an area belonging to the 3T area (left behinga, foreshore, and outermost). Study and design of electric power system hybrid off-grid is done with the aim of seeking renewable energy resource in the Matei village, East Nusa Tenggara province and perform economic analysis, design, analysis of hybrid power plants renewable energy system implementation and system optimization and simulation. Solar and wind energy resource data in the planning area is obtained from the database of NASA through HOMER Pro. Types of loads that will be the object of planning is the communal load 20 kWh dan the administrative load 11 kWh. The components sizing in the system is carried out by taking into account the energy needs for each type of load, solar energy resource in the village of Matei and different systems configuration. The system configuration consists of pure PV, pure wind turbine, pure generator, and PV-Wind-Generator with 60-100% Renewable Fraction (RF). The simulation is done by using HOMER Pro software to find the optimal system based on economic and technical aspects (macro). The data obtained are Levelized Cost of Energy (LCOE) and RF. Then the system will be simulated again using PVSyst software as system verification. From the simulation, the system will be viewed based on micro technical aspects consisting of system losses and system energy details. The next simulation was performed using PVSOL as an additional reference for the analysis material.<p align="justify"> text
