Implementation of quality is not only on products that are produced but on the company that became partners. <br />
<br />
Most of the Oil and Gas Production Sharing Contracts Contractor (PSC) in Indonesia are Foreign Companies. PSC has the right to conduct Oil and Gas Exploration and Exploitation activities which are upstream activities in the oil and gas industry. There are 176 PSC recorded in the exploration category. PSC in this classification is PSC which is engaged in oil or gas field exploration. While included in the production category recorded there are 86 PSC (SKKMIGAS, 2106). PSC in this category provides employment opportunities for construction executors and planners to move through projects related to ongoing PSC operations. <br />

The strict safety requirements and quality standards in the oil and gas industry are a challenge for local contractors and consultants to enter into the oil and gas industry. Based on these conditions, it is very important for local companies to align themselves and have a good competitiveness to enter the Oil and Gas Industry, one of them by implementing ISO 9001: 2015 which is the parent of the quality standard prerequisites required by PSC for vendors, in terms of this. Contractor and Local Consultant, one of the requirements is Contractor Safety Management System. The research is limited to local companies engaged in consultancy and civil contractors, with research devoted to companies in West Java. While for the retrieval of research materials, also taken data and information from the PSC through the division of Supply Chain Management or Procurement. <br />

In this study, data analysis is done on the statement put forward by the informants. This is done in a way, the researchers dig up information from existing informants and describe the entire experience found in the field. The components reviewed include the field of Occupational Safety and Health and Environment (K3LH), which consists of: Leadership and Commitment, Policy and Strategic Objectives of K3LH, Organization, Responsibility, Resources, Standards and Documentation, Risk Management, Planning and Procedures, Implementation and Monitoring of K3LH Performance, Audit and management review of SMK3LH,, K3LH Management-and other achievements. It is also reviewed on the implementation of ISO 9001 which includes: A view of ISO 9001 and its implementation; A View of Certificates and Certification; Factors that inhibit the ISO 9001 certificate system consisting of: Cost factors and assumptions, influence commitment, labour influence, communication flow, documentation and writing, influence of partners, influence of the project management, influence of the work culture and organization. <br />

The respondent's consent to the statement submitted in the questionnaire indicates the importance / criticality of the statement to the company. This level of agreement is related to the concept of commitment to implement that is delivered by top management of the company as an informant in the questionnaire. <br />
<br />
In general, the results of the study indicate that the need for application of the ISO 9001: 2015 quality standard has been proven to be required by the Company. This is evidenced by the results of previous research and the results of data analysis showing the approval of construction companies by 62% both to the implementation of ISO 9001 and K3LH implementation. <br />
<br />
The challenge faced by construction companies is the fulfillment of CSMS requirements in accordance with the tender process in K3S, which based on the results of this study, the level of approval for compliance with the CSMS requirements implied in the HSE questionnaire only reached 62%. Factors considered to be the most hampering of ISO 9001 implementation by construction companies are cost factor, documentation / write culture and project management factor, because it takes a long time to adapt the system and new quality culture in local construction company.<p align="justify"> <br />
