Cikarang has industrial parks that consist of both multinational corporations and SME (Small Medium Enterprises). These industrial logistic activities impact the traffic of Jakarta and West Java. As a result, jakarta traffic number is increasing, particularly at Tanjung Priok port path toward Cikarang. It is known that the average daily traffic volume in the Jakarta-Cikampek Toll Road for the year of 2017 reached 563,000 vehicles per day which has exceeded its capacity of 150,000 vehicles per day for 6 lines. At this point came the idea to build Cikarang Bekasi Laut (CBL) Inland Waterway to reduce the load of tanjung priok port in container handling. The aim of this research is to analyze the current facilities and designing the operation method in Tanjung Priok port with capital cost and tariff for container handling. Existing facilities consists of empty jetties and stacking fields. Design of operation system is selection of additional handling equipments and horizontal transportation. From the existing facilities and design of operation system that have been made must meet the projected capacity plan of Cikarang Bekasi Laut (CBL) Inland Waterway. Handling fees and rates are determined by the number of additional equipment. <p align="justify"> text
