In considering the national and provincial roads which have been improved sincethe Second Five Year Plan (1973-1978) and reductions in the national budgeting (APBN) capabilities since budget year 1986/1987, more attention has been given to road maintenance in the road network development policy. This trend is indicated by the increase in allocated budgets for maintaining national and provincial roads, from 24 percent of the total allocation for the road network in budget year 1984/1985 to 61 percent in budget year 1988/1989 Due to the large budget needed to maintain the national and provincial roads, foreign funds have been needed in addition to those from the local budget. To ensure efficiency in using these large investments and the economic justification required by the Loan Agency (IBRD) for the proposed expenditures, the Direktorat Jenderal Bina Marga, following studies carried out in 1985 and 1986, developed a Road Maintenance Management System (RMMS) in order to prepare annual road maintenance programmes on the basis of economic analysis and technical criteria suited to conditions in Indonesia. The RMMS is used as a tool in almost all provinces to assist the provincial road authorities in preparing an effective annual road maintenance programme within available budgets. The annual road maintenance programme resulting from the RMMS analysis does not include analysis of the implementation stage. To overcome this limitation, a further management system for road maintenance is needed. In this investigation, the DeLeuw Cather International Limited (DCIL) Maintenance Management System (MMS) which deals primarily with implementation of road maintenance programmes was introduced to schedule implementation of the treatments indicated by RMMS. The two systems are shown to be compatible in thatthe output of RMMS can be used as input for MMS. It was concluded from this research that the merging of these two systems could provide a system of management for both planning and implementation of the annual road maintenance at a provincial level for Indonesia. The work described in this thesis must be regarded as preliminary; considerable further effort is required to achieve the most efficient interaction between the RMMS and MMS programs discussed. text
