Summary: | Batam City is one of the autonomous regions within the territory of Riau Islands Province, Indonesia which has specificity, namely there is a Free Trade and Free Port Area (KPBPB) Batam in it. KPBPB Batam itself is similar to the formation of Special Economic Zone in Shenzhen, China so that it can be categorized as a Special Economic Zone (SEZ). The Batam Business Entity (BP) is nominated by the Government of the Republic of Indonesia as the manager of the Batam KPBPB, in addition to the Batam City Government which manages Batam City Batam Batam KPBPB which consists of Batam Island, Tonton Island, Setokok Island, Nipah Island, Rempang Island, Galang Island, and Pulau Baru (PP No. 46 of 2007) and Batam City with its delineation arranged in the Batam City Regional Spatial Plan (RTRW) 2014, hereinafter referred to as Batam Area to unite the two regional boundaries. In its journey, Batam Area is managed by two bodies at the same time with their main duties and functions, namely Batam City Government (UU No. 23 of 2014) and BP Batam (PP No. 46 of 2007). BP Batam has the authority to manage land permits in Batam KPBPB which refers to the Batam City Spatial Plan. For this reason, the right to manage the land which is under the authority of the Batam City Government and to be in KPBPB Batam is transferred to BP Batam (PP No. 46 of 2007). The problem arises because there is an overlap of interests in the management of land licensing in the Batam Area. The Aalisis used is stakeholder analysis, analysis with RASCI matrix, and gap analysis compared to other SEZ precedents. The study findings obtained are that there is a division of work area that makes the Batam City Government have a much smaller portion of authority when compared to BP Batam in the management of land permits in Batam Area. Apart from that, there are differences in the level of authority between key actors in the Batam Area when compared to other key actors in SEZ. <br />
