By using visble light instead of radio waves, the maximum bit rate achievable will be higher and also, more secure connection can be realized because its radiation cannot penetrate solid objects that are commonly used as walls. In this research, 3 out of 7 layer of a visible light communication system, which are physical, data link, and network layer, has been implemented. Three of these layers are implemented on an All Programmable System on Chip (APSoC) Zynq-7000 with hope that the final product can be made more compact with a relatively low price. The physical layer design implemented on the programmable logic side of the APSoC is written in Verilog, on the other side, the data link dan network layer implemented on the processor side of the APSoC which runs Xillinux operating system is written in C programming language. Limitation for the solution implemented is that the communication system can only connect one personal computer to the internet. The end result of this research is an APSoC that can be integrated with a visible light communication system analog front end to access the internet trough visible light with a maximum speed of 550 kbps. <p align="justify"> text
