Description
Summary:
A comprehensive and multisectoral reading of indonesian subsea pipelines and cables data shows irregularities, and a disorganised infrastructural layout. The discrepancy in regulations and policy making could cause problems in the context of engineering and seafaring related to the subsea pipelines and cablelines. This research paper talks about legal, technical and institutional aspects, in hope that it will come out with a solution regarding the problematic subsea pipelines and cablelines. The legal aspect analysis refers to indonesian and international regulations (based on international conventions). The technical aspect analysis stands on the hydrographic perspective, it includes depth, waves, sea-currents, tides, seabed topography, sea positioning and the existence of active tectonic plates. Whereas the oceanographic perspective includes the sediments, wind, subsea materials and the type of the pipes and cables. The institutional aspect analysis includes the ministry of marine affairs and fisheries, the ministry of transportation, the ministry of public works, the ministry of environment and forestry, and the ministry of state-owned enterprises. The result of this study shows that the technical, legal and institutional aspects have not been fully applied. A special institution is required, as the regulator, supervisor, and that holds responsible in relations to the subsea pipelines and cableslines in indonesia.
