Wood is one of the natural resources needed by humans. The high growth rate human population causes the increase of demand for wood. Currently, one of the largest timber producers in West Java is produced by private forest. Fulfillment of high demand for wood should be balanced with good management, so as not to threat private forest sustainability. One of the areas with private forest that is still actively undertaking private forest management activities is in Rancakalong District, Sumedang Regency. However, sustainability of the private forest in Rancakalong is at threat. This research attempts to address the threat by designing approciate management strategies so that the private forest can be sustainable and can be used optimally.

This study aims to identify the private forest current management practice, to evaluate the private forest effectiveness of private forest management and to formulate sustainable development strategies. This research is conducted in three stages. The first stage is to identify the management. The second stage is to evaluate management effectiveness, and the last stage is formulate the management strategies. The data collection method questionnaire and interview, field observation, and secondary data collection. The respondent number of private forest farmers were 98 respondents. Snowball sampling techniques is being used to Interview government officials, middlemen or wood dealers.

Data obtained from management identification from the first stage is being used to evaluate the effectiveness of private forest management. The second stage is using modified METT (Management Effectiveness Tracking Tool) to assess management effectiveness. From the two stages, the study found internal key factors (strengths and weaknesses) and external (opportunities and threats). The key factors are used as inputs in the of management strategies development There are three stages, the first

stage is input stage using EFI matrix (Internal Factor Evaluation) and EFE (External Factor Evaluation), the second stage is matching stage using IE and SWOT matrix, and lastly is decision stage using QSPM matrix (Quantitative strategic planning matrix).

The research results show that the private forest management in Rancakalong District has not been managed effectively. The management is categorised as basic management category (49% assessment score). The key factors that have been obtained are processed at the input stage using IFE and EFE matrices. From the IFE matrix, the internal factor value of 2.7 shows that the internal condition is at the medium stage. From the EFE matrix, there is an external factor value of 3.175 which shows the public response to threats and opportunities is strong enough. Both values are processed into the Internal and External matrix (IE) at the matching stage. The results of the IE matrix describe the Rancakalong private forest management in quadrant II, which is included in the growth stage. At this stage an alternative strategy is prepared according to the existing conditions using the SWOT matrix.

SWOT matrix results were obtained by seven alternative strategies: arranging cropping pattern, giving training, coaching and counseling, building partnership / cooperation between farmers and stakeholders related to timber marketing, developing joint nursery activities among farmers, developing private forest farmer group Rancakalong District, farmer institutions / organizations for the provision of funds related to management (savings and loan cooperatives), building collaboration between farmers and local governments, academics, or NGO. These strategies are selected through decision stage using QSPM matrix. The calculation results obtains three strategies with the highest value of Total Attractiveness Score (TAS), that is to establish private forestry group in Rancakalong District (6.55), training, coaching and counseling to improve knowledge and skills of farmers (5,325), building cooperation between farmers and local governments, academics, or NGOs to support the development of community forests (5.025). The strategy is chosen from the highest TAS value.
|
