Cationic starch is synthesized by eterification agent such as 3-chloro-2-hydroxyl triethylammonium. In this research, some parameters such as reaction time, composition, and reaction method were varied to find the optimum degree of substitution of starch for Enhanced Oil Recovery (EOR) application. FTIR spectra showed characteristic peak on 2100 cm-1 (C-N+) and 1556 cm-1 (C-N). On the other hand, graft copolymerization is used in reaction between starch and dimethylglioxym with cerium ammonium nitrate as initiator. FTIR spectra of product showed addition of peak at 1600 cm-1 from C-O-H vibration in starch. This copolymer product is soluble in DMSO and sparingly soluble in wáter. The 1H-NMR spectra showed that the resulting copolymer had broader peak/chemical shifts compared to the monomer dimethylglyoxime which indicate that the copolymer starch-g-poly(dimethylglyoxime) was succesfully synthesized. Solvation of copolymer in acetic acid increased the viscocity of copolymer which is possibly due to the formation of the cationic starch.<p align="justify"> text
