Various methods for breaking down congestion have been carried out. The problems that make up the cause of congestion are always researched and searched for by the source. One source of congestion problems is a parking lot that is not well designed. In Indonesia alone to design parking facilities there are guidelines that are used as a reference. However, the survey of the data in the guidelines must be updated then adjusted to the existing conditions, considering that transportation in Indonesia is very flexible. As much as possible a survey can be carried out that can project conditions that will occur when the facility is built. This parking facility must be owned by every building built in Indonesia. The amount of parking needs is very dependent on the extent of the building that is built and its function, to determine and design a parking space. After the parking space is determined, so that there is no problem in the parking facility, the parking plan and circulation in the building must also be well designed and in accordance with the rules. The access road to the parking lot of the building must be well designed so that it does not cause other problems. Starting from the access road pavement structure itself which is designed taking into account the soil conditions at the loading location. So that pavement can reach plan life. Traffic load also greatly affects the thickness and type of pavement material to be made. In addition, designing thick pavement must also consider the area where the pavement will be made. This is related to the availability of material in the area, the climate, and the capability of the contractor in the area that will make it.<p align="justify"> <br />
