Pioneer air transport is still needed by people in remote areas with no air transport modes, other than because the location is also due to the economical level of the community that has not been able to use commercial air transport. <br /> <br /> <br /> Analyzes conducted in this final projectare market analysis, flight frequency and passenger analysis, pioneer route analysis, economic analysis and financial analysis. <br /> <br /> Pioneer air transport in 2016 consists of 26 Budget User Authority (KPA), 193 routes with pioneer aviation subsidy of Rp. 499,764,102,933. From the market analysis there are some operators who have performed operations on pioneer routes using N219 class aircraft with passenger capacity of 19 seats. For flight and passenger frequency analysis and route analysis, N219 airplane needs a pioneer flight of 33 units. The average KPA requires a plane of 1 unit and the most needed aircraft is KPA Timika and Merauke for 3 aircraft. Economic analysis resulted in Total Operating Cost (TOC) using N219 aircraft of US $ 1,359.38 per hour. <br /> <br /> <br /> With an investment of US $ 6,272,000 and WACC 12.93% from 26 KPA with PBP < 10 years, NPV > 0, IRR > WACC and PI > 1 are KPA Nagan Raya, KPA Takengon, KPA Sitoli, KPA Singkep, KPA Palangkaraya, KPA Ketapang, KPA Tarakan, KPA Samarinda, KPA Sumenep, KPA Ternate, KPA Langgur, KPA Manokwari, KPA Nabire, KPA Jayapura, KPA Wamena, KPA Timika, KPA Merauke or 65 % from all KPA. Only 9 KPA with PBP > 10 tahun, NPV < 0 dan IRR < WACC dan PI < 1 are KPA Bengkulu, KPA Melonguane, KPA Selayar, KPA Masamba, KPA Mamuju, KPA Waingapu, KPA Sorong, KPA Oksibil, KPA Dekai, or 35 % from all KPA. <br /> text
