The analysis shows waste density level in east Surabaya is 0.15 tons/m3 for waste density in the source and 0.42 tons/m3 for waste density in the container (arm roll). With the city's growth rate 1.53%, the waste produced in east Surabaya in 2036 projected to reach 0.32 kg/person.day-0.47 kg/person.day or equal to 893.12 tons/day. A good municipal solid waste system is required to solve the high level of the waste generation. One of the sub system in municipal solid waste management is waste transport. The purpose of this research is to determine the waste transportation route and the amount of vehicles (garbage trucks) needed in east Surabaya based on Vehicle Routing Problem Time Window Terminal (VRPTWT) with the nearest neighbour method. Waste transport in east Surabaya currently served by 3 units of arm roll 6 m3, 3 units of arm roll 8 m3, and 40 units of arm roll 14 m3. Developed model shows that the amount of vehicles can be optimized in accordance to waste generation and waste transport ritation. It requires 2 units of arm roll 6 m3, 3 units of arm roll 8 m3, and 38 units of arm roll 14 m3. The developed model can transport all waste generation with lower cost.<p align ="justify"> text
