These indications can be seen from the growth of population, built in land, and in the economic report (PDRB). Spatial development of the city can be predicted using spatial data, the data is in the form of land use data extracted from multitempral Landsat imagery. The main topic in this study is the spatial topic of remote sensing and modeling. The purpose of this study is (1) To examine the data of Landsat imagery to be extracted into land use, then analyze in series to see changes and developments in the city; (2) Identifying the impact of land use change, population growth, and economic improvement due to the opening of highway access in Semarang City; (3) Validating the model and continuing to simulate the growth model of land developed in Semarang City in 2023 and 2028, and (4) Monitoring the plan documents of the Semarang City Spatial Plan. This study uses Landsat 5 TM imagery in 1998, Landsat 7 ETM + imagery Year 2003, Landsat 7 ETM + imagery Year 2013, and Landsat 8 OLI imagery in 2018. The method for extracting into land use is guided classification method using ENVI 5.1 software. The results of the extraction are used to carry out further analysis such as analysis of the pattern of urban development, identification of the impact of the development of Semarang City due to the opening of highway access, and input into the modeling of land development built in 2023 and 2028 using the MarkovCellular Automata method with principles Trend without regard to driving factors and limiting factors. The modeling process uses the Terrset Geospatial Monitoring and Modeling System software, and the results of the modeling are used as the basis for monitoring the RTRW Semarang year 2011-2031. The results of the land use classification shows that the development of Semarang City leads to the east and south. These results show a 2-dimensional perspective (X-axis and Y-axis) without regard to the growth of the building to the top or the Z axis. From the results, the subdistrict with the highest number of built-up land is Tembalang Subdistrict, Banyumanik Subdistrict, Ngaliyan District, Genuk Subdistrict, and Pedurungan Subdistrict. The five sub-districts are affected by the opening of highway access. The model validation results show the level of validity is 83% (very good) then the model simulation results in 2023 show the changes in cells of the built land are 85,000 cells or 8,200 Ha and in 2028 100,000 cells or 9,500 Ha. The results of monitoring and evaluation of the RTRW Semarang City for 2011-2031 are irregularities in the form of land expansion in 2023 and 2028 occupying the planned area as a protected and unpredictable area until it converts agricultural land and ponds and the land suitability level is built in 2023 and in 2028 on the Semarang City spatial plan map (Pola Ruang) in 2011-2031.

Keywords — Opening of Highway Access, Land Use Change, Landsat Image, City Development, Cellular Automata
text |
