One of them is the procurement process, especially the supplier selection <br /> <br /> process. The existing supplier selection process currently runs according to a formal <br /> <br /> procedure based on procurement procedure and guidelines. But based on the evaluation <br /> <br /> document for RDMP RU V project, the procurement process for strategic material is still <br /> <br /> using conventional methods that could result in inefficiency and intransparancy in the <br /> <br /> procurement process. Based on that, this Final Project is made with a purpose to design a <br /> <br /> decision support system prototype that could automate the supplier selection process and <br /> <br /> interact with the user to assist in the decision-making process, which could support PT X <br /> <br /> in creating an effective, efficient, fair, and transparent procurement process. <br /> <br /> Prior to designing the decision support system prototype, an adjustment is done to the <br /> <br /> existing supplier selection process in PT X based on the supplier selection process <br /> <br /> according to Bahagia (2009) to ensure the process complies with literature sources. After <br /> <br /> the adjustment, a mapping of the decision-making process is conducted using an approach <br /> <br /> based on Simon (1960) in Turban et al (2007), which divides the decision-making process <br /> <br /> into intelligence, design, and choice. The map is then presented in a form of decisionmaking <br /> <br /> flowchart. Based on the decision-making process, an identification of functional <br /> <br /> and non-functional requirement is conducted, followed by the design of decision support <br /> <br /> system prototype using approach by Turban et al (2007), which divides decision support <br /> <br /> system into data, model, and interface management subsystem. The prototype is then built <br /> <br /> using Microsoft Excel 2016, and then verified and validated to ensure the decision support <br /> <br /> system prototype does not contain errors and have fulfilled the decision support system <br /> <br /> requirements. <br /> <br /> The prototype is then tested using a scenario of steel bar package procurement in RDMP <br /> <br /> RU V project. Based on the test result, the application of the prototype in the supplier <br /> <br /> selection process results in the decrease of time required in the whole tender process by <br /> <br /> 1054.35 minutes or 27% of the existing condition. The application of the prototype also <br /> <br /> made the supplier selection process better in terms of efficiency, effectivity, fairness, and <br /> <br /> transparency aspects. To implement the prototype, PT X needs to prepare human resources <br /> <br /> and decision support system infrastructure.
