Summary:<p align="justify">The use of radio for communication purpose in maritime sector has been done for a long time. Fishermen is one of the user who use radio for communication purpose. Fishermen who are at the sea using the radio to communicate between fellow fishermen or with shahbandar who are in the mainland around the beach. This communication is done to exchange information about the position of the ship or the number of cathes obtain by the fishermen or about emergency conditions. However, the use of radio for communication of fishermen has a problem. The radio that used by fishermen is often not in accordance with the standart that result in the use of frequency that is not in accordance with the rules. This condition leads to communication interference between fishermen’s communication and other communication who use the same frequency, as the example is flight communication. The abuse of this frequency also occurs due to the expensive cost of radio device that meet the standards. <br /> <br /> To overcome these problems the communication tool that can meet the needs of fishermen’s communication need to made. In this final project will be designed a communication system of voice radio communication that works in spectrum of high frequency with the frequency of work according to frequency allocation from KOMINFO which is about 8,222MHz up to 8,746MHz. The more specific form this final project will discuss about the manufacturing of an oscillator that uses Si5351a as its frequency generator. This oscillator will be integrated with the transceiver system in order to work and become the solution of communication problems for fishermen.<p align="justify">
