Land registration as an activity that can provide land information, plays an important role in supporting the development of national infrastructure. However, the implementation of land registration that has been done is still not effective in the completion of land registration in Indonesia, so new breakthroughs needed to accelerate the accomplishment of land registration.

Fit-For-Purpose Land Administration (FFP-LA) as an approach to the implementation of land registration, provides a new breakthrough in the accomplishment of land registration with quickly and low cost. The simplified,

flexible, unreliable and accurate application of land registration by participatory mapping method using aerial photography/satellite imagery, make land registration with the FFP-LA approach quicker and cheaper.

This study aims to develop a strategies for accomplishment of land registration through SWOT analysis (Strenghts, Weaknesses, Opportunities and Threats) by considering aspects of the FFP-LA approach. SWOT analysis is done by

identifying and analyzing the internal and external factors, determine the position through SWOT quadrant, formulating a strategy with the FFP-LA approach Through the TOWS matrix, and developing strategies based on the FFP-LA approach.

Through TOWS matrix development that based on the FFP-LA approach, 12 (twelve) strategies were produced, consisting of 4 (four) important points, among others related to (1) improving the quality of human resources; (2) enhancement

of cooperation and external coordination with other government agencies, private agencies, academic institutions, and community; (3) optimization of technology utilization; and (4) arrangement of land registration regulations and procedures. |
