WILLINGNESS AND ABILITY TO PAY SOLID WASTE RETRIBUTION BY COMMUNITY FOR IMPROVEMENT THE SOLID WASTE MANAGEMENT SERVICES IN EAST BANDUNG

<p align="justify">Low solid waste retribution fee of waste management services in east Bandung is part of the problems of PD Kebersihan in managing solid waste in the region. For this reason, the analysis of the causes matters of low revenue solid waste management retribution fees is required. This study aims to determine the variables that influence of the willingness to pay (WTP) and the ability to pay (ATP) value. This study uses contingent valuation method (CVM) with the bidding game system and crosstab analysis to determine the dependence of the value of the public's willingness to pay. Cluster analysis and discriminant analysis were conducted to determine the classification of respondents into groups based on similar variables that influence and determine the differences between formed groups. To find out the characteristics of the community, 400 questionnaires for analysis were distributed. The variables that affect the value of WTP are education, income and expenditure, the distance from the house to the TPS, waste volume, and completeness of TPS. The analized WTP in this study is WTP value of existing service and improvement service condition. The result of descriptive analysis of obtained average existing WTP value is Rp10,000/month and WTP improvement value is Rp15,500/month. Retribution fee with highest WTP value is non commercial category, while Cinambo has the highest WTP value for district category. In this research, the majority have WTP value is higher than the value of retribution fees or fare paid. A total of 77.93% (existing services) and 90.79% (improvement services) have a greater WTP value than tariff paid. The value of ATP for solid waste management is Rp18,000/month. The percentage value of ATP for solid waste retribution fees is 0.7% from the average income per month.<p align="justify">
