Based on the guidelines made by Indonesian National Board for Disaster Management (BNPB), so that the early warning system can run effectively, active participation from the community is needed. However, the information flow of all the existing systems is still one-way process and have not involved the community. In addition, limited censorship, vandalism and maintenance are still the main obstacles currently. <br />

Therefore, a reporting and early warning system is built where the community and also the officers can report disaster. Reports from the public are validated automatically by the system. Validation takes into user ID, time, location, and disaster type which are taken from the user’s report and also number of reports. After reaches the lower threshold, system will send a notification to the officers in the surrounding location for further checking and then the officer can also provide a report. After being declared valid, the system will send a warning to all people in the surrounding area. <br />

From the test results, this system managed to receive input from the community and successfully validate the existing reports. The output of this system is in the form of a warning notification sent to the user's device in the area around the location of the disaster. This system can be said to be quite effective in creating reports in danger because it only takes 5 steps from opening the application to the report sent and takes 11.4 seconds when compared to similar applications, namely LAPOR and Qlue. <br />

The development of this system is certainly not perfect. Some things that can be improved in the future is adding to the types of disasters that can be reported. In addition, it can also be carried out the development of methods in report validation so that the level of accuracy is higher. <br />
