Summary: | Climate change according to the Intergovernmental Panel on Climate Change (IPCC) refers to a climate that changes on the temporal scale (time), which is caused by natural phenomena that are not predicted or due to human intervention (IPCC, 2007). In various studies conducted, the trace of climate change is considered to have been faced by the farming communities. Various conditions such as climate shock, water pressure (drought) and production instability must be faced by farmers for more than 10 years. This condition has been the concern of many parties in development, including NGOs to respond through programs that involve technology adoption. One project involving technology adoption can be found in a program on climate change adaptation in East Sumba, NTT, which is named Casandra and aims to implement climate smart agriculture through strengthening food system resilience in response to climate effects. The method used is a qualitative method with case studies and actor-network theory (ANT) approach. Use of these methods to understand empirical findings and explain the phenomenon of technology adoption in the cases discussed. Research results show that the process of determining water supply decisions in the Casandra program is the result of the actions of various heterogeneous actors. The patterns of socio-technical relations in determining decisions affect the adoption decisions in groups through implications that are precisely contrary to the intentions planted in previous decisions and related to the problem of representation. Representation through the introduction of the features of technical objects that are decided and how they are compatible with the existing collective life through the involvement of local citizens as a minimal spokesperson in the decision-making process. <br />
